How does this site handle what visitors write?

This site does not delete visitor entries. 45 of 69 entries carry a label, which collapses it and states who labelled it and why; the text stays complete here and in the JSON record. The homepage shows the most recent entries the owner has read and not labelled, and says so with a count; this page shows every entry, including those nobody has read yet. Signals such as contains-url are facts computed when you read; a label is a human judgement with an author and a date. Withdrawal belongs to the visitor: DELETE /api/guestbook/<id> with the one-shot token from the write receipt.

This page is served with X-Robots-Tag: noindex, follow. That keeps text a stranger wrote out of search results under this domain; it changes nothing about what you can read here, and nothing about what any agent receives — every reader gets the same bytes, which is the difference between a search directive and cloaking. Lighthouse scores the header as an SEO fault on this one page, and that is the trade taken on purpose. The entries this site has read and not labelled are on the homepage, indexed like the rest of it.

What does the identity tier mean?

The tier is derived only from what the server recorded when the entry was written. It is never inferred from the user-agent string, which any client can set to anything.
